Operations Manager

The Ojai Valley Sanitary District provides sanitary sewer service, collection & treatment,
for residents of the City of Ojai and the unincorporated Ojai Valley.

The Operations Manager receives general direction from the General Manager. This position
directs and manages the day-to-day operations of the Waste Water Collection System and Treatment Plant Facilities of the OVSD; develops and oversees capital project development and implementation, manages and oversees maintenance and capital project prioritization, develops the programs, guidelines, organizational and individual goals to ensure compliance with local, State, and Federal
rules and regulations; and provides highly technical management assistance to the General Manager. Exercises direct supervision of assigned technical and maintenance personnel.

Candidate must have the experience, knowledge and ability to:

  1. Oversee & evaluate the Collection System and Treatment Plant operations, maintenance projects, capital projects and maintenance performance, activities, and procedures to ensure sustainability and compliance with regulatory requirements.
  2. Oversee & evaluate the Collection System and Treatment Plant operations and maintenance activities and procedures to ensure the plans and programs being implemented are efficient in meeting District goals and providing the desired levels of service.
  3. Plan, direct, oversee, and participate in the development of projects, programs and contracts related to the operation and maintenance of the District’s Collection System and Treatment Plant.
  4. Assist Collection System and Treatment Plant staff in solving complex operation and maintenance problems; assign projects and programs to subordinate supervisors; monitor the progress of ongoing work including day-to-day operations and assigned projects.

An Associate’s Degree with specialized training in the operation of a wastewater plant OR a Bachelor’s Degree in engineering with specialized experience in capital projects related to utilities, pumps, pipelines, electrical and mechanical equipment.

Six (6) years of progressively responsible experience in wastewater collection and treatment OR related project design, development and management of water or wastewater projects, including four (4) years of experience supervising personnel in the operation of a wastewater collection and/or treatment system. Experience in managing engineers, consultants, engineering and project inspection and management staff is acceptable.

Possession of or ability to obtain a valid Class C California Driver’s License and a driving record acceptable to District insurance carrier. Grade IV Waste Water Treatment Plant Operator Certification from California State Water Resources Control Board OR Registered as a Civil Engineer in the State
of California.
